The UAE's Tourist Identity initiative now lets non-resident visitors open a digital bank account within minutes of arrival, no paperwork required. The Central Bank of the UAE, the Federal Authority for Identity, Citizenship, Customs and Port Security, and Abu Dhabi Commercial Bank jointly confirmed the service on 30 April 2026, pairing a biometric visitor identity with an in-app onboarding flow on ADCB's mobile banking application.

Key Regulatory Takeaways

  • Non-resident visitors can open the ADCB Instant Tourist Account entirely through the ADCB mobile app, with no physical documents required at any step.
  • Eligibility is limited to visitors 18 and older on a valid tourist or visit visa; 96-hour and transit visas do not qualify.
  • The account carries a monthly maintenance fee of AED 25, waived at a AED 2,500 balance, and stays open only for the length of the visit or six months, whichever is shorter.
  • The account cannot be converted to a resident account and cannot be held jointly; a UAE residence visa requires closing it and opening a different account instead.

How the Tourist Identity Links to ADCB's Onboarding

The mechanism sits on top of the Federal Authority for Identity, Citizenship, Customs and Port Security's UAEKYC biometric framework. On arrival, a visitor is issued a Tourist Identity built from facial recognition and biometric verification already captured at the port of entry. ADCB's mobile app reads that identity directly, which removes the passport-scan-and-manual-review step that previously made non-resident account opening slow.

Once the identity is linked inside the app, the applicant completes a digital KYC check and the account activates within minutes, with a digital debit card issued immediately for use in the app or added to a mobile wallet. A physical card can be requested afterward through ADCB's uBank kiosks, subject to the standard issuance fee. The account connects to the UAE's Jaywan card scheme and the Aani instant payment platform, so it functions as a working local account from day one rather than a limited-purpose holding account.

Eligibility, Limits, and What the Account Can't Do

The product is a Dirham-only savings account with no minimum opening balance, and it is available exclusively to visitors physically present in the UAE at account opening, on a tourist or visit visa (96-hour and transit visas are excluded). A passport is required inside the app flow even though no physical document has to be presented anywhere.

Several structural limits apply. The account cannot be a joint account and cannot be converted into a resident account; obtaining a UAE residence visa requires closing it and opening a separate account under standard eligibility instead. While it is open, the holder cannot open, hold, or apply for any other ADCB banking or financial product. International transfers, and any balance remaining at closure, route only to a single international account the holder registers under their own name at setup. The debit card works only inside the UAE, for ATM withdrawals, point-of-sale purchases, and supported digital wallets.

Implications for Investors and Frequent Visitors

For clients evaluating a UAE Golden Visa or a UAE business residency, the practical value here is bridging: it gives a visitor a working local account and debit card before any residency application is filed, which is often the gap that slows a client's first weeks in the country. It is not a substitute for a resident account and should not be treated as a financial-planning tool, since it closes automatically on exit, on visa expiry, or after six months, and it cannot carry over into resident banking. Clients building a broader CBI or RBI portfolio should treat it as a short-term convenience during the assessment and application phase, not as part of the underlying investment or banking structure.

Imad Elbitar, Managing Partner at NTL International, put the practical significance of the launch in context:

What matters here for our clients is timing, not novelty. A visitor evaluating the UAE for a Golden Visa or a business setup can now hold a working local account from the first week, before any residency paperwork is filed. It shortens the practical runway, it does not replace the banking relationship a resident eventually needs.

Frequently Asked Questions

Who can open the ADCB Instant Tourist Account?

Any visitor to the UAE aged 18 or above, holding a valid tourist or visit visa, and physically present in the UAE at the time of account opening. Holders of 96-hour visas and transit visas are not eligible.

Does opening the account require a UAE residence visa?

No. The account is designed specifically for non-resident visitors. If a holder later obtains a UAE residence visa, the Instant Tourist Account must be closed and a separate account opened under standard resident eligibility.

How long does the ADCB Instant Tourist Account stay open?

It remains active for the length of the visit, tied to visa validity or a maximum of six months with a seven-day grace period, whichever comes first, and it closes on exit from the country.
