St. Kitts and Nevis has reduced the government fee for biometric passport enrolment by 10% for a defined window running from 20 July to 31 December 2026, according to the official biometrics page of the St. Kitts and Nevis Citizenship Unit (CIU). The reduction applies to the government component of the fee only: the portion paid directly through the official Government of St. Kitts and Nevis Biometric Enrolment Platform at the point of booking.

The discount sits inside a larger, mandatory programme. The National Biometric Enrolment and Passport Modernisation Programme, launched by the Ministry of National Security, Citizenship and Immigration in partnership with the CIU on 14 April 2026, requires every citizen who obtained citizenship through the St. Kitts and Nevis Citizenship by Investment Programme, including dependants, to complete biometric enrolment by 31 July 2027. Passports issued before the 14 April 2026 launch remain valid for travel through that date; after 31 July 2027, only biometric-enabled passports are accepted for international travel. Citizenship status itself is not affected by enrolment status.

Biometric Enrolment and the 10% Fee Reduction

The CIU's standard, all-inclusive government fee schedule for biometric enrolment and passport issuance is USD 2,500 for the main applicant aged 16 and over, USD 2,000 for a second adult applicant, and USD 1,300 for a child under 16. For enrolments completed and paid between 20 July and 31 December 2026, the CIU applies a 10% reduction across this schedule: USD 2,250 for the main applicant, USD 1,800 for a second adult applicant, and USD 1,170 for a child under 16.

Two features of the reduction are operationally significant. First, it is defined by completion date, not booking date: the government fee is confirmed at the point of payment on the official platform, so an appointment booked in 2026 but completed after 31 December 2026 does not carry the discounted rate. Second, the government fee already covers the full biometric-to-passport cycle: enrolment, identity verification, and passport issuance are billed as a single amount. It does not include the fees a citizen's authorised agent separately charges for legal handling, application administration, or courier delivery of the completed passport; those are contracted and paid between the citizen and their agent, outside the government platform, and are not part of the CIU fee schedule discussed here.

How Biometric Enrolment Connects to Passport Issuance

Biometric enrolment is not a standalone appointment. Under the CIU's published process, a citizen appoints an authorised agent, who issues a personalised registration link and Authorised Agent Code linking the applicant's profile to that agent on the official platform. The citizen then registers using their Certificate of Registration number, completes the application form, selects an approved collection centre, and books a date and time before proceeding to payment. Once the agent confirms the appointment in their administrative portal, the booking is finalised and the citizen attends in person.

At the appointment, standard biometric data, comprising fingerprints, a digital facial image, and a digital signature, is captured, typically within 15 to 30 minutes. The applicant's current passport is presented for identification only; it is not surrendered at this stage. Confirmation is issued to both the citizen and their agent once enrolment is successfully completed, and the passport application process begins automatically from that point.

Biometric data is captured once and remains valid for the life of the resulting passport. Citizens do not re-enrol biometrically at each renewal, and there is no separate biometric fee charged at renewal; biometric validation is folded into the standard passport renewal process instead.

Approved Biometric Enrolment Locations

Enrolment takes place exclusively at officially designated locations booked through the official Government of St. Kitts and Nevis Biometric Enrolment Platform. Enrolment through any other platform or third-party provider is prohibited. As of this verification date, appointments are in operation at the following locations:

Additional embassies and high commissions are listed on the official government portal at the point of booking, with the platform displaying the nearest available location to the applicant. A private, appointment-only VIP enrolment suite is also available in London at IMBL, The Royal Exchange, offering flexible out-of-hours scheduling and whole-family enrolment in a single visit, at an additional government VIP service fee of USD 500 on top of the standard (and, where applicable, discounted) enrolment fee.

Implications for Citizens and Applicants

For citizens who have not yet enrolled, the discount window converts a compliance deadline nineteen months out into a near-term financial decision. Completing enrolment by 31 December 2026 rather than waiting saves USD 250 on the main applicant fee alone, and proportionally more for larger families enrolling multiple dependants at once. Because the reduction applies per person, a family of four completing enrolment inside the window saves several hundred dollars in aggregate government fees compared with enrolling after 1 January 2027.

The discount also has a practical queuing dimension. With enrolment mandatory for every Citizenship by Investment Programme citizen and dependant by 31 July 2027, and with collection centres operating on booked appointment slots rather than walk-in capacity, demand concentrated in the final months before the deadline is a predictable risk. Citizens who enrol during the discounted window are, in effect, also securing earlier appointment availability rather than competing for slots in the deadline's final quarter.

Because the government fee is confirmed only through the official platform and covers government processing exclusively, citizens should budget separately, and in advance, for their authorised agent's legal, administrative, and courier fees, which are contracted directly with the agent and vary by provider.

Conclusion

The 10% reduction running through 31 December 2026 does not change the substance of the National Biometric Enrolment and Passport Modernisation Programme; the enrolment requirement, the 31 July 2027 deadline, and the biometric-to-passport process remain as the CIU published them at launch. What it changes is the cost and timing calculus for citizens who have not yet enrolled, and NTL is factoring the window into enrolment scheduling for its existing St. Kitts and Nevis clients.
